Cleta Mitchell: Movement Architect

Cleta Mitchell is a veteran conservative election lawyer who was one of the central legal figures in the 2020 effort to overturn the result, most notably as a participant in the January 2021 call pressuring Georgia's secretary of state to “find” extra Trump votes. She has since built the most influential grassroots election denial apparatus in the country, and has used her position as an outside movement architect to influence the Trump administration’s move across several agencies.

History of election denial

Mitchell's defining moment is her participation in Trump’s call with Georgia Secretary of State Brad Raffensperger. On January 2, 2021, she was one of the lawyers on the roughly hour-long call in which Trump pressed Raffensperger to “find me 11,780 votes.” White House Chief of Staff Mark Meadows introduced her as someone who was not the attorney of record but had been involved, and she was audible speaking several times. After the Washington Post published the call audio, her firm, Foley & Lardner, said it was concerned given its decision not to represent “any parties seeking to contest the results of the presidential election.” Within days Mitchell resigned from the firm where she had been a partner for roughly two decades. In a letter to friends and clients she attributed her departure to "a massive pressure campaign … mounted by leftist groups."

When a Fulton County special grand jury investigated the Georgia effort, Mitchell was among the 39 people it recommended for charges, with recommended counts including soliciting election fraud, witness interference, and making false statements. The recommendations also touched on her role in the December 2020 gathering of Republicans at the Georgia Capitol who signed documents falsely claiming Trump had won the state, and her part in the multi-state effort spanning Georgia, Wisconsin, Michigan, Arizona, Pennsylvania, and D.C.

Influence in the current administration

Beginning in 2021, Mitchell has parlayed her participation in the attempt to overturn the 2020 election results into leadership of the MAGA-aligned Election Integrity Network, a group known for recruiting election deniers to serve as pro-Trump poll monitors. Mitchell told Steve Bannon that her goal with EIN was to never allow the events that led to Trump’s defeat in 2020 to happen again.

In 2026, EIN is running an active, national program featuring a “precinct strategy” that mobilizes local election deniers as poll workers and watchers and challenging voter rolls. In May 2026 EIN released a “Model Election Laws Handbook,” a state-by-state legislative template for reducing voting options, increasing ballot rejections, and expanding mass voter challenges. Mitchell has argued that the country's “porous” election system would justify the president nationalizing election powers to “protect” the 2026 midterms.

Mitchell maintains direct access to the Trump administration. In July 2026, ahead of a conspiracy-fueled primetime address from Trump on the 2020 election, the White House hosted about two dozen Trump-aligned activists in a session Mitchell convened, closed by nondisclosure agreements. ProPublica reporting has documented coordination between EIN and administration officials, including a lawyer for the U.S. Election Assistance Commission briefing Mitchell's group with an "EAC update," and the former head of EIN's Pennsylvania chapter, Heather Honey, is now the Homeland Security Department's deputy assistant secretary for election integrity.

Mitchell’s influence in the administration comes from her role as a movement architect and connective figure who makes the others' formal powers add up to a coordinated program. She is one of the most influential private actors shaping the administration's election agenda, with a capacity to influence 2026 election administration that is arguably broader than any single appointee's, given her network spanning personnel, model legislation, and grassroots mobilization, and her direct line into the White House, DHS, DOJ, and the EAC.
