Solicitor General John Sauer told the Court the order “does not require the states to do (or refrain from doing) anything at all” — the same order the appeals court found would “sow confusion” and “threaten disenfranchisement of many eligible voters.” Twenty-three states and D.C. have until Aug. 3 to respond.
